Roots and Wings Project
This
project is based at an elementary school in the San Francisco Bay
Area serving approximately 300 students. The majority of students in
the school live below the poverty line and one-third are identified
as English language learners. The school received a five-year Title
VII grant to restructure its bilingual education program from a
transitional bilingual education model, where students are taught
English quickly and then mainstreamed into English-only instruction,
to a dual-language immersion program where native English and native
Spanish speakers learn both languages, promoting bilingualism and
biliteracy. The collaboration between the elementary school and the
Graduate School of Education focuses on an ongoing evaluation process
which views assessment as central to the restructuring effort.
Researchers assist the school in developing and implementing
assessment instruments that monitor the progress of the schools
restructuring efforts in three areas: increased student achievement
of English language learners, staff development/professional growth,
and increased parent/community involvement.
