Preliminary Information for International Applicants: Fall 2008 Admission


This page contains essential information for all prospective applicants with university degrees from academic institutions outside the United States.* Please read this carefully.

Go to the Admissions Requirements page and follow the directions there to apply online.

The deadline for Fall 2008 admission is December 3, 2007. To be considered for admission, application materials must be submitted by the deadlines. Requests for application materials must be received well in advance.

*Americans living abroad can disregard the sections regarding Financial Resources, Fellowships/ Scholarships, and TOEFL.


FINANCIAL RESOURCES REQUIRED: The academic year is comprised of two semesters. Presently, tuition and fees for an international student are approximately US $12,283.25 per semester. Fees are subject to change without notice. We estimate that the total expenses for an international student with no dependents will be at least US $44,190 for each 12 month period. This estimate includes the cost of tuition and fees, general living expenses, books and other school supplies. Your living expenses will be increased approximately $7,000/year if your spouse accompanies you, and approximately $4,000/year for each child who accompanies you.

If you do not have a guarantee of adequate financial support for the entire degree program, it would not be wise to apply for admission. The University cannot support you if you come with insufficient funds, nor can it pay your passage home in an emergency. We will not issue a visa document unless you can provide specific evidence that you have the funds necessary to cover all fees and living expenses for you during your entire degree program at Berkeley. American consulates or embassies will not grant you a student visa unless you provide proof of adequate funding for your entire course of study in the United States.

FELLOWSHIPS, SCHOLARSHIPS, AND ASSISTANTSHIPS: Financial resources such as Fellowships and Scholarships are limited in number. Research and Teaching Assistantship opportunities are also limited in number and are usually available only after a year or more in residence. Only registered full-time students are eligible for these positions, and the duration and extent of such employment is variable.

GRADUATE RECORD EXAMINATION (GRE): The School of Education requires test scores from the General Test of all applicants. We strongly advise you to take the test early, as the School of Education begins to make admissions decisions soon after application deadlines. Arrangements to take the GRE should be made directly with the Educational Testing Service (ETS).

EVIDENCE OF ENGLISH LANGUAGE PROFICIENCY: The Graduate Division does not admit students for the purpose of learning English, and no full-time program of this type is offered during regular semesters. An excellent knowledge of written and spoken English is required before enrollment, and students with inadequate knowledge of English will be denied admission. All applicants from countries in which the official language is not English are required to submit official evidence of English language proficiency. This requirement applies to applicants from Bangladesh, Nepal, India, Pakistan, Latin America, the Middle East, Israel, the People's Republic of China, Taiwan, Japan, Korea, Southeast Asia, most European countries, and non-English-speaking countries in Africa.

If you have completed at least one year of full-time academic course work with grades of B or better at a U.S. university, you do not need to take a standardized test. Instead you must submit official transcripts from the U.S. university. The following courses will not fulfill this requirement: (1) courses in English as a Second Language, (2) courses conducted in a language other than English, (3) courses that are completed after you apply, and (4) courses of a nonacademic nature.

There are two standardized tests you may take: the Test of English as a Foreign Language (TOEFL), and the International English Language Testing System (IELTS).

TOEFL is administered by the Educational Testing Service. You can obtain detailed information from the TOEFL web site, or contact TOEFL Services, Educational Testing Service, P.O. Box 6151, Princeton, NJ 08541-6151, (609) 771-7100. We will only accept TOEFL tests administered by ETS and sent to us directly by the TOEFL office. Tests taken before June 2006 will not be accepted. The institution code for Berkeley is 4833. Your most recent score must be at least 570 for the paper-and-pencil test, at least 230 for the computer-based test, or at least 68 for the Internet-based test (iBT).

As an exception, you can submit scores from the Academic Modules of the International English Language Testing System (IELTS) designed by the University of Cambridge Local Examinations Syndicate and administered by the British Council worldwide. You are responsible for providing us with an official Test Report Form (TRF) of your IELTS. Remember to order the TRF when you register to take the test. Tests taken before June 2006 will not be accepted. Your most recent overall BAND score must be at least 7 on a 9-point scale. To register for the IELTS, consult the IELTS web site or contact the office of the test center where you plan to take the test. You may also write the British Council, Bridgewater House, 58 Whitworth Street, Manchester, M1 6BB, U.K. or email the Council (general.enquiries@britishcouncil.org).
