From P.L. 94-142 to IDEA-2004: A Brief History of Diagnostic and Response-to-Intervention considerations for Children and Youth with Emotional and Behavioral Difficulties.
Come learn the about the present state of emotional disturbance as a category in special education through its early beginnings in P.L.94-142 and Eli Bower’s groundbreaking research to the current reauthorization of IDEA 2004. Discuss the current definition of emotional disturbance under IDEA, and the diagnostic and ethical dilemmas created for those who must use the federal definition to authorize services or design empirically supported interventions. This is a unique opportunity to hear about new RTI based interventions models as well as the early work of Eli Bower from a true expert on the subject.

Emotional Disturbance in the Schools: What to Assess and How to Classify It
An overview of classification and diagnostic systems will be presented
including IDEIA, DSM, and dimension-based classification systems. Results of
phenotyping studies will be used to offer principles for classification and
diagnosis in schools.
Universal Methods of Rating Scale Assessment of Emotional Disturbance:
BASC-2 as exemplar
Topics to be addressed include rating scale results interpretation,
cross-cultural and sex-group comparisons, history taking, the validity of
different informants, and combining informants. Autism Spectrum Disorders,
ADHD subtypes, depression, anxiety, and conduct disorders will be discussed
among others.
Service Delivery From Front to Back: Mental Health Screening, Intervention
Planning and Evaluation
Principles and methods of mental health screening for prediction of child
outcomes will be discussed, as well as the evidence in support of such
practices, and evidence still needed to support use. The use of classroom
observation methods for intervention planning and evaluation will be
presented, and the strengths and weaknesses of observations noted.
Who Should Attend This Conferene?
While this conference will target School Psychologists, Counselors, Clinical Psychologists, Teachers, and Administrators, interested in learning about emotional disturbance in schools, everyone is welcome to attend. That includes Educational Therapists, Parents, Social Workers, Marriage and Family Therapists, Speech and Language Therapists, etc.

Psychological Association (APA)
This program has
been reviewed and approved for CE credit for psychologists by the American
Psychological Association's Continuing Education Committee. This program
offers 4 CE credits for psychologists. The provider maintains
responsibility for the delivery of the program. Approval #07-160. At the conference we will collect your name and mailing addresses of the individuals who wish to receive CE credit along with a
$20 fee per each of those individuals. APA will issue of
certificates.

Speaker Bios
Dr. Brent Duncan is currently Professor of Psychology and Director of the School Psychology Program at Humboldt State University. As a UC Berkeley doctoral student (1978-1984), he studied with Nadine Lambert, Eli Bower and Elliot Turiel. Brent was Academic Coordinator of the School Psychology Program at UC Berkeley from 1987 – 1990. In the early 1990’s he was Principal Investigator for a federally funded study in California regarding exemplary school-based programs for emotionally disturbed children and youth. A Past President of CASP, Brent is currently Co-Chair of NASP’s Government and Professional Relations Committee, and a recent recipient of CASP’s Sandra Goff Memorial Award for lifetime contributions to CASP and the profession of school psychology Bio | Research Interests
Dr. Randy W. Kamphaus is a Distinguished Research Professor and Head of the Department of Educational Psychology and Instructional Technology at the University of Georgia. He has received the Russell H. Yeany research award from the College of Education, an outstanding reviewer award from the Buros Institute, and has twice received college-wide teaching awards, among other citations for his contributions to psychology and education. He has served as principal investigator, co-investigator or consultant on federally funded research projects dealing with screening, early intervention and prevention of behavior problems, child classification methods, prevalence of ADHD and Conduct Disorder in Latin America, and aggression reduction in schools. As a licensed psychologist and a Fellow of the American Psychological Association (APA), he has contributed extensively to his profession, and he is Past-President of the Division of School Psychology for the APA. Dr. Kamphaus has authored or co-authored 12 books including Clinical Assessment of Child and Adolescent Intelligence and Clinical Assessment of Child and Adolescent Personality and Behavior (with Dr. Paul Frick), five psychological tests (with Dr. Cecil Reynolds), and more than 70 scientific journal articles and book chapters. He has also participated in scholarship in the field through work as an editorial board member, associate editor, and newsletter editor.
